Natasha is on the run, having killed some of the President's friends at the end of her last adventure (see "Black Widow, Vol. 3.") When trying to escape the heat on that front, she picks up a lead that indicates the Black Widow project may not be under as many mothballs as she'd been led to believe, and decides to follow up.
