In this installment, Selina Kyle observes a teenager snatching a purse and evading the police in Gotham's East End, specifically in the Alleytown neighborhood—a place where she herself once lived during her youth. This incident prompts Selina to reflect on her past and recognize the cyclical nature of crime in the area. Determined to make a positive change, she decides to invest in the community by establishing the East End Community Center, funded by $28 million in diamonds she previously stole from the crime lord Black Mask .
As Selina reconnects with the neighborhood, she encounters her sister, Maggie Kyle, whom she hasn't seen since the death of their shared acquaintance, Stan. Maggie shares her journey of leaving Gotham, starting anew on the West Coast, and eventually returning to the city with her husband, Simon Burton .
The narrative also introduces Sylvia Sinclair, a figure from Selina's past who has taken over leadership of the Alleytown Kids—a group of young thieves. Sylvia's return from prison and reformation of the gang signal a resurgence of organized crime in the area, challenging Selina's efforts to rehabilitate the community .
