The Avengers meet to discuss the threat of Arsenal, who once tore through their ranks (in "Iron Man, Vol. 1 #114.) Before they can decide on a plan of action, the robot returns. The government also provides history on the threat, revealing it to be the brainchild of Howard Stark himself.
