A contact, The Gringo, hires Catwoman for a courier job. Go to Casa Muñoz in Mexico. First stop, a diner, to liberate a car after getting the college kid driver too drunk to do much about it. Crashing that into the pool by way of introduction. Muñoz takes Catwoman to the package she'll deliver: children! She doesn't traffic children, but he explains: these children will be adopted by wealthy people in the states. He makes money and passes a portion (a small portion) to the parents to improve the lives of their other children. Catwoman delivers the children (stealing another care from the same college kid on en route), but Muñoz stiffs her on the fee. So it's back to Mexico where she learns the real scam: Muñoz frames the delivery people and keeps all the money! He owns most of the government, so its difficult for his victims to do much about him. Catwoman decides to change all that, so she enlists the smuggler's guards - all of whom are from the same village - by explaining the scam. She hands the poor people the keeps to his castle, and leaves him a squalid hut in the village he once exploited.
