The Suit thinks Wally West is dead. Instead, he's strung up in a wheelchair, his leg broken a dozen times, and his pride hurt. He has a theory that the Suit is active when electrical storms abound, and he thinks he has a plan to stop it. Unfortunately, the plan goes awry.
