A parched Johnny Blaze helps himself to a refreshing drink, and gets jumped for it! Seems the town he's stopped at is experiencing a drought. Fortunately, he knows someone who can control water - the Water Wizard! Riding ot the hospital, Blaze speaks to the doctors. But they will not release the Water Wizard, who is still traumatized from Ghost Rider's attack! So Johnny transforms and kidnaps the villain! As he races away, Sheik Hurani and his men pursue. The sheik has an idea how to use the Water Wizard in a plot to help him overcome Saudi Arabia's hero, Arabian Knight, so that he can rule that nation! Blaze gets the Water Wizard to reach the water far beneath the town, but Water Wizard does not wish to return to the hospital. So he creates a water monster, and while Ghost Rider fights it, Water Wizard escapes with Sheik Hurani. At least the town has their water... but Johnny realizes he made a mistake and has to fix it!
