Bruce Banner is on the run, and is collected by Dr. Doom. Doom offers him diplomatic immunity, though he has yet to name his price. He fools the U.S. military into thinking the Hulk was defeated through the clever use of a robot, but that doesn't necessarily mean that Banner plans to work with him.
