Catwoman, expecting not to go to prison, has been sentenced to the Cinque Foundation's Experimental Rehabilitation program. And it's more like prison than she expected. There are gangs, medication to keep inmates compliant. An inmate starts a fight and the next day is gone. Someone tries to start trouble in the shower and Catwoma scalds people with hot water. She's sent to the "time out room", a form of solitary. And there, she can only lament that she isn't even supposed to be here...
