After his conflict with Grace in the previous issue, Titan has left Golden City, leaving the Catalyst: Agents of Change team weaker without one of its major members. Meanwhile, a large threat (a “gigantic menace”) arises, rampaging through the streets of Golden City. This issue gives special focus on Ruby, one of the Catalyst teammates, and features a story titled “Technocrat” where a Technocrat in Tent City transforms a small monkey into a large ape, which then goes on a rampage.
