In the 1960s, industrialist Saul Baxter (Lord Emp) uncovers Daemonite infiltration of U.S. military installations. Working alongside government operatives and metahumans, he leads a covert operation to repel the invaders and begins forming the prototype of what will later become the WildC.A.T.s. The story parallels Team One: StormWatch #1 from a different perspective, showing the civilian and corporate side of the same secret war.
