Toby sees (and smells) the Hulk in front of him, straight out of a comic book. Nobody else seems to think he's real, and they refuse to believe him, despite the devastation left from his battle with Juggernaut. Later, when their home is attacked by Sandman and Electro, they may be more willing to listen.
